No-idling ordinances require enforcement by local police, but municipalities are free to adopt and enforce their own internal no-idling policies for town-owned vehicles and vehicles working under municipal contracts.

All vehicles should be outfitted with interior reminder signs; loading areas should be posted; and all municipal contracts with vendors should include reference to the no-idling policy of the town. Here is a sample policy:

"No vehicle owned by or operated for the benefit of the town (village, city) of _____, other than an authorized emergency motor vehicle, shall be permitted to idle for more than two minutes unless the engine is used to operate a loading, unloading or processing device, or when the ambient temperature is below freezing, or when federal, state or local agency regulations require the maintenance of a specific temperature for passenger comfort."
